La Llei de l’Arquitectura es vota al Parlament de Catalunya

Després d’haver-se superat el període compareixences per part de diferents institucions i associacions que han pogut exposar el seu punt de vista pel que fa al contingut del text, el proper dimecres 28 de juny el ple del Parlament de Catalunya durà a terme el debat final i votació per a l’aprovació de la Llei de l’Arquitectura.
Sí a l’Arquitectura: 4 anys de treball intens, amb l’impuls del COAC
Ara fa quatre anys, el Col·legi d’Arquitectes iniciava una campanya que, amb el nom “Sí a l’Arquitectura”, tenia per objectiu renovar el valor de l’arquitectura per a la societat i enfront de l’aprovació de la Llei de Col·legis i Serveis Professionals. Des del 2013, el Departament de Territori i Sostenibilitat, amb l’impuls del Col·legi d’Arquitectes, iniciava el procés de redacció de la futura Llei de l’Arquitectura, amb l’objectiu comú d'establir un nou marc jurídic que fixi les mesures de foment i d’impuls de l’arquitectura com a bé d’interès públic i promoure la qualitat arquitectònica en la planificació, projecció i execució de les edificacions i urbanització dels espais públics.
Interès públic, importància de la qualitat arquitectònica i mesures per a la contractació pública
El Projecte de llei estableix l’interès públic de l’arquitectura i promou el reconeixement del seu valor social establint mesures de divulgació, promoció i educació. Com a finalitats s’inclouen la promoció dels seus valors i el seu paper en el desenvolupament sostenible, així com fer valer el patrimoni existent i fomentar la qualitat arquitectònica. Així mateix, preveu l’actuació de les administracions públiques amb diversos instruments, com són la creació del Consell de Qualitat Arquitectònica de Catalunya i del premi Catalunya d’Arquitectura, o l’impuls de polítiques específiques d’àmbit local.
En l’àmbit de la contractació pública, conté mesures necessàries perquè els criteris de valoració de la qualitat arquitectònica rebin sempre una valoració predominant per sobre criteris econòmics; promou la composició adequada dels jurats, la transparència i la publicitat dels concursos, els procediments que permetin l’accés a la professió dels joves titulats i l’establiment de valors orientatius per calcular el preu de licitació dels contractes de redacció de projectes.
Pionera a l’Estat espanyol i a l’alçada d’Europa
En els darrers anys la Unió Europea ha elaborat directives i resolucions que posen en valor l’aportació que fa l’arquitectura en els seus entorns urbans i rurals. La Llei de l’Arquitectura recull aquestes consideracions, esdevenint un referent a nivell internacional, juntament amb la llei aprovada a França fa prop d'un any (“Loi CAP, Création, Architecture, Patrimoine”).

The ultimate recognition for Catalan architecture: RCR Arquitectes, winners of the Pritzker Architecture Prize 2017

Integration with the place; a complete redefinition of the user’s relationship with nature, with his or her own body, with intimacy, with natural rhythms; and the consideration of the city as a landscape are some of the concepts that have led the team at RCR Arquitectes to win this year’s Pritzker Architecture Prize.
The jury highlighted their deep bond with Olot, 'resisting the call of the metropolis in favour of remaining closely connected to their roots', creating 'buildings and places that are both local and universal at the same time'. They also lauded their approach to projects through the history, natural topography, customs and cultures of the place.
RCR Arquitectes is a team with a vocation for building who have developed a unique oeuvre in the field of construction, industrial design, landscaping and land management. Works such as the Els Tossols-Basil bathing pavilion, the Els Tossols athletic track, the Parc de Pedra Tosca and various interventions in the restaurant Les Cols, all located in Olot; the La Lira cultural centre in Ripoll; the Bell-Lloc winery in La Fosca; and the Soulages Museum in Rodez, France, are all austere structures that have little impact on the surrounding landscape, which has often been recovered, upgraded, cleaned and brought to its maximum expressive potential. The work of RCR Arquitectes also stands out for their skilful mastery of steel, a material they have used to integrate all the elements of a construction project, from the structure itself to the furniture, the enclosures and the installations, with results that combine tremendous austerity with a surreal beauty.
Based in Olot, where they have lived and worked since the practice’s creation in the 1980s, this recognition of RCR Arquitectes is the first time a Pritzker Prize has been awarded to Catalan architecture. The architecture of RCR Arquitectes, who trained at the El Vallès School of Architecture, is deeply rooted in the architecture of Catalonia, which is finally receiving the ultimate accolade after exerting a strong influence on international architecture for many decades and forging a legacy that has consistently given rise to electrifying architectural movements every few years, from Catalan Art Nouveau to the Olympic movement to the School of Barcelona and including figures such as Gaudí, Sert, Coderch, Bofill and Bohigas. RCR Arquitectes and, though them, Catalan architecture, are to be congratulated.

OFFICE KGDVS fills the auditorium for the first conference in the ‘Europe, Europe’ cycle

On Thursday, 26 January, the ‘Europa Europa’ cycle kicked off, curated by the architect and publisher Moisés Puente. Every 15 days until the month of June, a showing of European architecture will be presented, with lectures from 5 guest architects and 4 critics, and introduced by Catalan architects. The Belgian architectural practice OFFICE Kersten Geers David van Severen, introduced by Anna Puigjaner from MAIO architects, gave the first lecture in the series.
OFFICE KGDVS, founded in 2002 and established as one of the most original voices on the European scene, used the exhibition ‘Everything architecture’ as their theme (open until 12 February at the gallery Arc en Ciel in Bordeaux). The exhibition presents an overview of their work based on the interaction established between models, drawings and collages produced by the practice and the work of different artists.
During the lecture, the architects presented a total of seven designs – specifically the projects 56, 90, 117, 119, 126, 176 – from a body of work that encompasses more than 190 references. Behind this nomenclature, which classifies projects chronologically and tends to situate them on equal ground, there are 15 years of professional activity encompassing projects of all kinds that have been built worldwide.
During the first part of the lecture, OFFICE presented four projects with different typologies and scales, all located in Belgium: a weekend house in Merchtem, on the outskirts of Brussels; the expansion of a public school in Leuven; a single-family home project known as ‘Der Bau’ in la Garenne, Brussels; and an agro-industrial building that serves as a drying hall in Herselt.
The second part was devoted to presenting three international projects on different scales and in different contexts. First off was a cultural centre in the old city of Bahrain, which blends formally and constructively with its context while eschewing imitation. Then they showed the new headquarters for the Radio Télévision Suisse, still in the design phase, located on the university campus in Lausanne next to the Sanaa building, with which it blends almost seamlessly. Finally, they presented a single-family home in Matarranya, part of the Solo Houses project, for which a number of internationally renowned architects have been asked to design houses in a privileged environment with complete design freedom.

Presentación de las conclusiones del Simposio sobre suelo no urbanitzable

El pasado mes de octubre, la Demarcación de Girona del Colegio de Arquitectos de Catalunya (COAC), en el marco del Congreso de Arquitectura 2016, organizó el Simposio sobre Suelo No Urbanizable (SSNU) con el objetivo de reflexionar sobre el territorio que configura el sistema de espacios abiertos y encontrar nuevas miradas en torno a la ordenación de este tipo de suelo y el paisaje. En total 277 asistentes pudieron escuchar a lo largo de 3 días en las ciudades de Figueres, Olot y Girona, respectivamente, las 25 ponencias que reflexionaban en torno a temas de ordenación, edificación y actividades, e intervención en el paisaje, pero también hablar de sensaciones, sentimientos y emociones, con la voluntad de reflexionar, analizar y debatir, formular nuevas preguntas y dar, finalmente, alguna respuesta a las nuevas demandas y problemáticas surgidas del contexto social actual en el ámbito territorial del conjunto de espacios abiertos de Catalunya.
Ante la potencia y el valor de la información, ideas, reflexiones y cuestiones que se generaron durante los días del simposio, la Demarcación de Girona del COAC decidió que este no finalizara en las jornadas de octubre sino que tengas continuidad y así poder ofrecer un documento de síntesis y conclusión. Después de siete meses, el próximo 28 de junio (19 h), en la sala Rafael Masó de la Demarcación de Girona del COAC, se presentarán las conclusiones del Simposio en una sesión dividida en dos partes. La primera será las conclusiones surgidas a partir de las ponencias y mesas redondas del Simposio relatadas por miembros de la Comisión Técnica. Y la segunda parte, correrá a cargo del arquitecto Sebastià Jornet que dará su particular visión de los temas tratados.
